| Abstract: | This paper addresses the question of how technology assessment can be best integrated in the management of R&D both at the laboratory and the policy level. The main objective is to present a conceptual framework to situate and evaluate the actual and possible TA infrastructure in Europe. The paper consists of three distinct sections. In section one, the concept and practice of TA are briefly introduced with an emphasis on their actual institutionalization in Europe. Section two presents a conceptual framework of R&D management at four levels. The concepts and motives for TA integrated within the laboratory work of scientists and engineers are presented in section three. |
