Abstract:Deepening reform of state-owned enterprises will certainly involve the reform of property rights system of state-owned enterprises and the adjustment of owership structure in China. So we should conduct non-nationalization reform of some state economic sectors, especially profit- making industries with competitive power with "accelerating the development of large-sized enterprises and gradually giving up small-sized ones" in mind and under the ideological guidance that "the forms for materializing public ownership may and should be diversified". This is both the important content of changing the government's function and an effective means of instilling vitality into enterprises and eliminating the restraint of "bottleneck".
