Abstract: | When the EU pronounced on the fate of the ten Central European candidates in July 1997, the economically shaky Estonia made it into the front-guard, while politically shaky Slovakia was left out. That hasn't changed, although November's progress reports do contain a few bombshells. The focus this time around is on progress rather than actual status. But like last year, Hungary comes out top, moving forward on each of the Copenhagen criteria - political, economic and adoption of the acquis (EU law). |
