| Abstract: | If we want to increase the advantages of Shenzhen city, particularly in system, we mush do well the following work: 1.simplify the administrative structure. We should amalgamate the existing organs whose functions are overlapping or similar, drawing for reference the advanced countries' experience in the organizational set up of the government and according to the requirements of developing the top-notch international cities. 2.Change the government's function. This work should be done according to the principle of "one item by one item and one department by one department". 3. shorten administrative procedures. To this end, the scientific administrative procedures should be formulated to reduce the links of handling affairs. 4. Perfect administrative legislation. The laws on administrative authorized strength, etc. |
