| Abstract: | the management systems of a few new and high-tech industrial development zones are imperfect. Some preferential policies haven't been implemented yet. There is no forceful legislation guarantee. Besides, no vertical connection and horizontal coordination are unfavorable to the implementation of plan on new and high-tech. There are also problems, such as serious shortage of development funds and imperfect ownership structure and property right system. The above are the bottlenecks hindering the development of new and high-tech enterprises. In view of them, we should take such measures as formulating a macro plan with an aim and orderly level, pursuing preferential policies, introducing risk investment mechanism and developing nongovernmental sci-tech enterprises. |
