Abstract:This paper defines the developing countries' and regions' economic growth as "catching-up" economic growth. It involves the industrial development in the following several aspects: 1. The formation and use of funds for industrial development. 2.The strategic option and key points of industrial development. The principles, such as strategic goal, controlling environment, "delayed advantage" effect, giving priority to basic industries, leading industries and strategic industries, and opening and internationalization principles, should be followed. 3. Technological progress in the course of industrial development. The status and function of education and high-tech in the 21st century should be made clear. 4. The guidance policy towards industrial development.
