Abstract:Shenzhen city saw a high and new tech out put value of 5.24 billion yuan in 1997. An export-oriented high and new tech industrial pattern based on foreign-funded enterprises, supplemented by civilian-run sci-tech enterprises has been formed there. Beijing witnessed the following in that year: The technology-industry-trade revenues of new-tech development experimental zone. Its total industrial out put value and export volume were 37.864 billion yuan, 23.221 billion yuan and US $ 0.303 billion respectively. A high and new tech industrial structure with electronic information, bioengineering and new medicine occupying the dominant position has taken initial shape. This paper also makes the following suggestions: Shenzhen should realize the localization of technology and qualified personnel and strengthen cooperation with inland's scientific research
