Abstract:This article examines the health and safety structures that have evolved in Germany since the early nineteenth century. The article relates these structures to some of the significant features, in particular the works council, of the German industrial relations system, and whilst demonstrating that the health and safety structures have helped to bring the accident rate under control, the conclusions are that these structures need to be reformed if this trend is to continue.
