Abstract:The extraordinary flood calamity in 1998 caused by many factors: forest, grass plot vegetation were damaged heavenly ;lakes were filled to become plough land, which resulted in unbalance of nature; water and soil among the Yangtze River basin and Shong Hua River basin flowed off and losed heavenly; in the management of rivers, building construction was paid attention to, but vegetation construction was ignored. China's government should adjust the strategy of management, increase the investment to make biological reservoirs continue to expand their scale and fully play their function; enhance to build protection forest system and make legislation to protection primitive forest and crude secondary forest; the government should strengthen administration of forest and grassland industries.
