Abstract:After reviewing the reform of state-owned enterprises in Beijing and looking into their future, the author expresses his ideas on the next-step reform and raises some measures: promoting with great efforts the transformation of state-owned enterprises towards practising share-holding system, encouraging the formation of large enterprise groups with a view of enhancing the competitiveness and control power of state-owned sector, relaxing the control over medium-and small-sized state-owned enterprises by taking many forms, using actively capital market for direct financing, downsizing the redundant workers for raising efficiency and diverting the laid-off workers and pushing forward the projects of re-employment. Besides, the level of opening up should be raised and reform and adjustment of state-owned enterprises promoted.
