Abstract:The allocation mechanism of funds is a basic and important component of the allocation mechanism of social resources. At the present stage, fund resources in China are allocated mainly through commercial finance and policy finance. The construction of the socialist economy with Chinese characteristics and the deepening of financial structure reform call for the coordinative operation of these two kinds of fund allocation mechanisms. The relations and differences between policy finance and commercial finance provide theoretical basis and realistic feasibility for their cooperative operation. At present as well as in the future, the cooperative operation of policy finance and commercial finance should focus on their functions, sources of funds, fund utilization, organization setup, time and space.
