| Abstract: | The role of circulation policy is to rectify the market failure in the field of circulation from outside. Its general target should be in line with the general target of economic policies. The special target of circulation policy is to pursue convenience of transaction, circulation efficiency, parity of distribution and fare competition. In the real world, the factors that affect identification of targets are very complex. The finally confirmed targets are always the results of various factors' comprehensive effects. |
