| Abstract: | 1998 was a transitional year for the EU. Most obviously, it was a year of transition from negotiation to implementation of the Amsterdam Treaty and from the preparatory stages to the final stage of Economic and Monetary Union (EMU). In the key policy areas of enlargement and the budget, 1998 also saw accession negotiations started with six candidate countries and, of more immediate concern, Member States began to tackle the challenge of Agenda 2000. |
