| Abstract: | On the global level, approximately 50 societies have not been able to make significant progress toward development over the last several decades in spite of various kinds of assistance. Information technology is a powerful new tool not yet applied. It can reinforce and redirect familiar programs, and expedite others. There is information on world poverty incl.
