| Abstract: | The essential reason for the emergence of "land surge" is that, the dealers of land market not only can gain marketing profits and income of marketable venture, but also obtain the land benefits belonging to the state. Therefore, firstly, it is urgently required to strictly define the range of transfer. Secondly, when implementing short-term renting, the state ought to determine the criterion of rental based on the standard rental. Thirdly, while carrying out the system of sale, the state should take the assessing price as the floor price for the land dealers to get the rights of dealing in the land. |
