Abstract:At the end of "Ninth-five plan period", the central bank implemented a series of monetary policies to drive up domestic demands and prompt economic growth, however, its effect is slight. Except for some drawbacks in the system and imperfect mechanism, there are some other problems that result in monetary policy lack of effectiveness. The problems are as follows: (1)financial policy expands in tools, while contracts in system as well as during the course of mechanism transition.(2)Application of monetary policy tools is short of coordination, furthermore, it ignores "effect of forecast". (3)Policy of exchange rate does not coordinate with other policies. (4)Monetary policy and fiscal policy are devoid of cooperation among time, intensity and levels.
