Abstract: | It is undoubtedly an exaggeration, but only a mild one, to suggest that developing countries as a group largely gave a pass to the inaugural set of multilateral negotiations on trade in services. One of the Uruguay Round's three 'new' trade issues, alongside investment (TRIMs) and intellectual property-related matters (TRIPs), services made their way on the global trade policy agenda largely against the vocal opposition of influential group of developing country General Agreement on Tariffs and Trade (GATT) members. |
