Abstract:Significant conflict of interest was found between the state and the multinational enterprises (MNEs) in China when Harwit's (1995) three joint ventures were examined. The relationship between the state ant the MNEs was also moderated by local governments acting as agents of the state, resulting in an "agents controlling agents" scenario. In this article I extent the work on organizational control into an important but overlooked area, how the state controls MNEs as foreign agents.
