Abstract:This article attempts to provide further insight into the impact of economic transition in Russia on pollution control at the federal, regional and enterprise level. In so doing, it utilizes Peterson's pollution intensification contention. This means that whilst overall levels of pollution may have declined (as a result of collapsing output from manufacturing enterprises), pollution per unit of production will increase. This article will first summarize these federal data and then compare them with statistical data collected in Nizhny Novgorod and Chelyabinsk oblasti during 1998. This is undertaken in an attempt to establish greater validity of pollution intensification than is indicated by federal analysis alone.
