Abstract:Economists offer a long list of policy options for dealing with environmental problems. Most involve ways of designing government interventions. They include emission fees, marketable permits, quantitative limits, technological mandates, and various forms of subsidies. The questions addressed in this paper have to do with the division of responsibility for environmental care between government policy intervention and private business policy initiative. Among the main questions considered by the paper the question which aspects of environmental concern are best dealt with by the various government policy devices, and which are better left to be dealt with by businesses operating under their own responsibility.
