| Abstract: | The paper estimates the price elasticity of water demand with household-level data. A mathematical expression for the unconditional price elasticity of demand under increasing block prices is developed and conditional and unconditional elasticities is compared analytically and empirically. The paper tests the hypothesis that that price elasticity may depend on price structure, beyond technical differences in elasticity concepts. |
