Abstract: | The underlying dynamics of strategic decisions that are subject to upward influence activity is examined. It is suggested that the strategy-making process deviates considerably from typical rational comprehensive approaches in that strategies are affected by: initial sense-making activity, perceptions of risk and return, coalition activity, power and negotiation skills, functional area differences and formal analysis. Policy formulations must therefore incorporate these factors into their planning efforts. The limitations and the directions of the future research are also discussed. |
