Abstract:Little comparative work on personnel management in the public and private sectors in the UK has been attempted. There are major differences within each sector and obvious difficulties in comparing the two sectors in aggregate terms. In a recent survey hundreds of completed questionnaires were obtained and a great number of interviews were made. A number of decisive factors could be identified which influence personnel practices and policies. These are: public accountability, size and centrality of decision-making,labour intensity, bureaucracy, autonomy etc. Some characteristic differences and similarities in recruitment and selection, training, trade unions and employee relations, methods used to reduce workforce size are identified.
