Abstract:In the UK there has been an increasing concern about the growing "legalism" of the Industrial Tribunal System. An alternative is the system in the Republic of Ireland which uses a "Rights Commissioner" under a "regulated arbitration" system. An account is given of the current operation of the Rights Commissioner service. Its historical and legal background is outlined. Use and effectiveness of the Rights Commissioner service are examined. Quantitative data and commissioners' views are cited. Comparison with regulated arbitration is made.
