| Abstract: | Approaches to financing scientific and technological development in the Third World are examined. Governments not only provide the bulk of the funding, but also fill an indirect role through venture capital, incentives, and foreign investments. The successful Korean experience is described and the requisites of the financial institution in its mediating role between industry and the research establishment are noted. |
