Abstract:The promise of information resources management /IRM/ has yet to be realized in many of the federal departments and bureaus. The IRM incentives remain in information technology management, not in information management. IRM itself has been implemented with fragmented program control, shared with many overseers from Congress to staff at all levels. It appears as if IRM as a strong and viable management concept was never presented and installed in most departments and bureaus. The changes must encompass both information management and information technology management supporting organizational goals.
