Abstract:Organization of the Petroleum Exporting Countries /OPEC/ has never relied upon a strict explicit formula for the allocation of production quotas among members. Nevertheless, there is an implicit logic behind OPEC quota allocations which has remained fairly consistent. The principal elements in the formula so derived are each individual member's oil production capacity and merchandise imports per capita. It is apparent that a cooperation between OPEC and non-OPEC oil exporters would be virtually impossible to achieve, for the implicit OPEC quota allocation formula would make unrealistic demands upon non-OPEC participants in terms of political acceptability.
