| Abstract: | Communal and local council firms are in a peculiar situation as regards worker participation, as such participation would impair the right of the people to decide through Parliament in public affairs. The problem ought to be dealt with in a different way in the case of budgetary and profit-oriented communal firms. The standpoint of the tribunal in actual cases is presented. |
