Abstract:There is a debate in Canada how to increase home programmes. Pay-TV was introduced in 1982, however, it failed to meet cultural requirements, instead it transmits mainly American light entertainment. Thus Broadcasting Act should be renewed to regulate TV programmes contents. It is to be feared that commercial competition has a negative influence on the quality of programmes.
