Abstract: | After centuries of domination of direct bilaterial interstate law-making in the economic field, a trend to multilaterial norm creating becomes apparent. First procedural aspects of the international economic organizations' /IEOs/ decision making is considered, then IEOs' actions are discussed dividing them into two major types: binding decisions and recommendations. Two general problems arise with binding decisions: are they compatible with the sovereignty of the member states and are they sources of international law? The main debates about recommendations revolve around the so-called "soft" law; the legal nature of UN General Assembly resolutions; and the impact of recommendations on customary rules. Binding decisions are sources of international law. |
