Abstract: | The decision literature has gone through several phases that have been recognized as developmental, behavioural, and, most recently, contingency. The paper attempts to integrate what has been learned from these efforts and to find applications for the resulting ideas. In this procedure, attempts are made to create shared meaning among stakeholders using group management techniques, seeking an arena of action in which remedies can be sought. Three decision processes are identified: analytical, group, and mixed mode. The degree of puzzlement in tough decisions is used to suggest conditions under which each process can be profitably used. |
