Abstract:Back-channel negotiations (BCNs) are officially sanctioned negotiations conducted in secret between dispute parties, and operate in parallel with, or replace the front channels of negotiations. Failed front-channel negotiations can be eclipsed by successful BCNs even though the same principals, conflicts and sociopolitical contexts are involved. This paper examines why decision makers deploy back channels, and what is the effect of BCN on international peace processes. The crisis in Middle East is used as a case point for analysis. The conclusion is that although BCN can be very effective, it can also damage a peace process by helping to reinforce some of the uncertainties that were the reason for using back channels in the first place.
