Abstract:Policy debate about whether to maintain public subsidies for higher education (herein as: h-e.) has stimulated reconsideration of the public mission of h-e. institutions (as: insts.), especially those providing student places granting private benefits. If the work of h-e. insts. is defined simply as the aggregation of private interests, this evaporates the rationale for h-e. insts. as distinctive social foundations with multiple public and private roles. It is questioned e.g. What is 'public' in h-e. institutions? The main notions of 'public' are herein reviewed noting the contested and politicized environment. A turn to global public goods provides the most promising strategy for re-grounding the 'public' character of h-e.
