| Abstract: | The article explores new ideas and interests in the institutionalization of trade in services on the international agenda. The authors seek to explain the form and substance of that institutionalization: how services became imbedded in trade policy mechanisms, what concepts and principles framed the search for a new regime and why governments agreed against the early odds to purchase cooperative liberalization. It has been argued in the article that by framing the issues and establishing the policy options, the community provided governments with the bases on which to define or redefine their national interests and pursue multilateral cooperation. |
