Abstract: | The impact of the new climate of Soviet policymaking on the export potential of energy assessed. Awakening consumerism and the changes in the structure of foreign trade and internal investment are placing the country's energy industry into unprecedented uncertainty. The Soviet Union produces 20 p.c. of world energy but since 1988 this is in decline. The key areas of uncertainty are quantified in the article as equal in volume to total OECD output, and it is argued that the long-term chances of success depend more than ever on coordinated planning and investment as well as on market reality. |
