| Abstract: | The reform plan is: to transform retaining a portion of foreign exchange quota into retaining a portion of total spot exchange, to transform dual exchange rate into controlled floating single exchange rate, to set up foreign exchange market in the foreign exchange bank and to make enterprises themselves to cancel after verification the foreign exchange income earned by exporting. In this way, it will help change the function of managing foreign exchange from dealing with concrete affairs to real managing and from direct management to indirect management. |
