| Abstract: | Technological progress has changed the world. The positive and negative 'externalities'of this change are examined. It is suggested that some of the present technological trajectories have reached their environmental limits and should be replaced by environmental- friendlier trajectories. But technical, economic and institution barriers block such transitions. |
