Abstract: | Multilateralism and the General Agreement on Tariffs and Trade (GATT) dominated international trade policy during the postwar period. Preferential trade institutions such as bilateralism and minilateralism received relatively little attention. The authors focus in this paper on a relatively unexplored question: Given a pre-existing multilateral agreement, how will a new bilateral agreement affect it; in other words, can bilateralism and multilateralism coexist? |
