Abstract:In the Eastern European countries, a shift from unsuccessful command economies to some type of free market economy has been a tremendous challenge, as it will continue be for some time. The cornerstone of free market system is democracy. "Chronic change" describes Eastern Europe well. How then to approach the challenge? A case can be made for each of two extreme approaches. The article discusses the two approaches , one involving scores of experts from the West, the other stressing the full use of resources already within each country.
