| Abstract: | In China, founding the high-tech industry development areas is an important measure in adapting the wave of new technology revolution in the world. The developing environment of high-tech industry development areas consists of public opinion, science and technology, system, policy and culture environment. We should raise the level of understanding, emphasize the construction, suit measures to local conditions, make amends for the weaknesses by exploiting the strengths, give play to the superiority, and seize the opportunity. |
