Abstract: | Why do we expect a bank to have ATM machines? And why aren't we surprised when we learn that a government agency is finding it difficult to use its new document management system? These expectations are based on our intuitive understanding that the fast-paced financial services industry has very different work demands than does the government sector. However, these differences can be discerned with more scientific tools than intuition. |
