| Abstract: | It is three years since the reform introduced by the NHS and Community Care Act 1990 came into force. Central to the reform was the creation of an NHS internal market for health services, with the associated split of health service providers from health service purchasers. In this internal market autonomous providers, whether Directly Managed Units (DMUs) or new NHS Hospital Trusts (trusts), contract directly with purchasers to deliver a specified level of service. |
