| Abstract: | The long-term goal of reforms of the petroleum industry's management system could be envisaged as following: 1) Establish a modern enterprise system that is scientifically administrated with clear ownership rights, clear responsibility and a separated management free from political control; 2) Establish an internationalized group-holding modern petroleum company; 3) Adjust the institutional structure of the enterprise following the model of the "Modern Petroleum Company"; 4) Break monopoly, introduce appropriate competition and streamlined management in scale; 5) Enforce the absolute separation of the administration and management. |
