| Abstract: | The basic thing in reforming and transforming traditional enterprises into modern corporations is to innovate system. At present, a lot of difficult problems are met in the reform of share holding system, such as who is the representative of the state-owned assets? Now the state administration of the state-owned property empowers the managerial personnel to be the representatives of state shares, who are both employees and the representatives of state-owned assets. Since in fact, they employ themselves, which means that there exist an unrestricted power, the present mechanism can not operate effectively. |
