Abstract:From July, 1991 to April, 1992, UNDP convened international meetings successively, suggesting that a transnational economic special zone be established at the juncture of three countries, that is , China, Korea and Russia in the north of Tumenjiang. In light of the development program issued by the United Nations, it will take 20 years and raise $30 billion to build 10 modernized docks, one international airport and an international commercial city with a population of 500000 with an aim at establishing another "Hong Kong" in northeast Asia.
