| Abstract: | Russia is Germany's main worry, but to ensure stability Bonn must have a consistent policy across the region. Germany's Ostpolitik is in a state of utter confusion. The comfortable East-West status quo has been replaced by virtual chaos, with yesterday's enemies now counting on Bonn's financial largesse. Recession at home, fuelled by huge unification costs, tops Bonn's immediate agenda. There are short-term goals, the stuff of every bilateral meeting. |
