Abstract:The grey economy has helped cushion Central and Eastern Europe from the worst of the economic transition. But it shouldn't become the habit of a lifetime. It's called the grey economy, the informal economy, the irregular economy and - the shadow economy. It's hailed as a cause of social stability in hard times, allowing households to get by a bit more comfortably, and denounced as an evil to be quashed. It's welcomed as a breeding ground for entrepreneurs, and frowned on as the twilight zone in which crooks operate.
