Abstract:Billions of dollars in telecoms investments help, but clearer rules are needed, and monopolies must be forced to compete. Telecommunications, long "a missing link" in Central and Eastern Europe's economic ambitions, are now being revitalised at a rate unprecedented anywhere. This has undeniably been a success story so far, but whether it will continue to be one is questionable. There has been plenty of good news to date, starting with the ready consensus that local phones must become usable.
