| Abstract: | The major problem on oil and gas resources management is that oil and gas resources property right are not clear up. The right benefit of their ownership can not reflect. The mechanism of selling ownership market is not perfect. So that, it is necessary to set up property right market, to use money means to limit the possess of resource in order to manage resources property right and develop oil and gas industry economy in market economy. |
