| Abstract: | In spite of all the publicity and attention paid to environmental concerns , the public has remained largely ignorant of the fact that according to some estimates, the most dollars in the environmental field are spent on legal costs and not on the development of new pollution control or pollution preventing technologies. This fact alone would suggest that there may be serious flaws in the current end-of-pipe/end-of-processes industrial philosophy. |
